The publication presents the results of the 2025 EQAVET report, prepared as part of the Erasmus+ projectApplication of the EQAVET system to strengthen continuing vocational training(2023–2026). The report reviews the situation of quality assurance in continuing vocational education and training in Lithuania, assesses the application of EQAVET principles in continuing vocational education and training institutions, identifies strengths and challenges, and analyzes how quality assurance systems respond to changes in the labor market, digital and green transitions.
Since September 2023, the Qualifications and Vocational Education and Training Development Center has been implementing the aforementioned Erasmus+ project, which aims to strengthen the quality culture of continuing vocational education and training institutions and promote adult learning through the application of EQAVET measures.
The report notes that adult participation in vocational training is increasing in Lithuania, with more and more people acquiring qualifications, retraining, or improving their skills at vocational training institutions. These changes are linked to labor market, technological, and social processes, as well as digital and green transformation. In this context, the importance of quality assurance systems and the continuous improvement of vocational teachers' competences is emphasized. These directions are in line with the Lithuanian Vocational Training Implementation Plan for 2021–2030.
The 2025 report is based on a multi-dimensional study conducted in 2024, which assessed the readiness of continuing vocational education and training institutions to apply the EQAVET principles. The study covered:
- quantitative research, which was attended by students and vocational teachers from 19 vocational training institutions and 23 institution managers;
- good practices in quality assurance in continuing vocational training In Lithuania and in Europe ;
- research on the competencies of vocational teachersanalyzing their role in shaping a culture of quality.
The results of the study showed that one of the strengths of continuing vocational training is the competence of vocational teachers, while the greatest challenges are related to material resources and digital infrastructure. Based on the results of the study, methodological tools were developed: an interactive guide to ensuring the quality of continuing vocational training and questionnaire on teachers' self-assessment and professional developmentThese tools were developed based on the experience of Lithuania and six European countries: Denmark, Finland, France, Germany, Spain, and Malta.
The report states that the methodological tools will be tested and applied in selected continuing vocational education and training institutions in 2025–2026, and the results of their application will be used to develop recommendations for strengthening national continuing vocational education and training quality policy in accordance with the EQAVET system. The project results are planned to be presented at a national conference in 2026.
