The European Commission has published the Report on the implementation of the 2020 Council Recommendation on vocational education and training (VET). The report reviews the progress made by Member States over the five years since the Recommendation was adopted.
The report summarises the reforms and measures undertaken by Member States to implement the priorities set out in the Recommendation. It is based on Cedefop's and the European Training Foundation's (ETF) annual monitoring, Member States' National Implementation Plans (NIPs), data available at both EU and national level, and material from the meetings of the Advisory Committee on Vocational Training (ACVT).
The report reviews progress across the six key priority areas of the 2020 Council Recommendation:
- adapting vocational education and training to labour market changes;
- increasing flexibility and progression opportunities in learning;
- fostering innovation and economic growth;
- enhancing the attractiveness of vocational education and training;
- ensuring equal opportunities;
- strengthening quality assurance.
In addition to reviewing reforms, the report also assesses progress towards the three quantitative targets established in the 2020 Council Recommendation.
The European Commission emphasises that the purpose of the report is not to evaluate the impact of the reforms implemented, but rather to review the measures taken by Member States during the five years following the adoption of the Recommendation and to examine how the common priorities of European VET policy are being implemented.
