The European Commission's Joint Research Centre (JRC) has published the technical report "Analysis of the integration of Artificial Intelligence in VET systems", which examines how artificial intelligence (AI) is being integrated into vocational education and training (VET) systems in five European Union Member States: Austria, Belgium, Slovenia, Spain and the Netherlands.
The study highlights that the successful integration of AI into VET depends less on the technologies being used and more on the conditions supporting their implementation. Key factors include effective governance, systematic professional development for VET teachers, reliable digital infrastructure, and close cooperation between VET providers and social partners.
The report highlights that AI can help to:
- better tailor learning to individual learners' needs;
- improve the quality of education and training;
- reduce the administrative burden on VET teachers;
- strengthen the ability of VET systems to respond to rapidly changing labour market needs.
The report also emphasises that wider AI adoption requires the responsible and ethical use of technology, investment in teachers' professional development, reliable data governance systems, and compliance with the requirements of the European Union's Artificial Intelligence Act.
The study is based on an analysis of policy documents, a review of the scientific literature, interviews with stakeholders at different levels, and an analysis of good practice examples. Its aim is to provide evidence-based insights and recommendations to support the responsible and sustainable integration of artificial intelligence into vocational education and training systems.
